Occasion and goal

In May 2022, Aachener Stadtbetrieb carried out an asphalt measure on Roermonder Straße in Laurensberg. The measure covered the area between Kohlscheider Straße and the Schurzelter Straße junction. As part of the asphalt measure, the administration plans to optimize the cycling facilities, as there were no safety separation strips between the cycling facilities and parking spaces before the asphalt measure was carried out.

The construction measure was a road surface renovation project that did not involve a fundamental and extensive reconstruction of the road space. The administration is aiming to adapt the cycling facilities by redistributing the areas while retaining the existing kerbs and taking into account all other functional concerns.

The street space is divided into 2 sub-areas with different planning approaches (see Appendix 1 Roermonder Straße overview plan):

• Sub-area 1 (TB 1) Kohlscheider Straße to Schloss-Rahe-Straße
• Partial area 2 (TB 2) Schloss-Rahe-Straße to Rathausstraße/Schlossparkstraße.

Condition

In the area under consideration, Roermonder Strasse is a main road with traffic on both sides. It is characterized by residential buildings with single and multi-family houses and facilities for local supply (retail and medical centre) and a petrol station.

The section under consideration is approx. 800 m long and the widths vary between approx. 16.5 m and 24 m. In addition to single-lane carriageways in each direction, the road has side spaces on both sides, continuous perimeter parking (partly between tree fields), two crossing aids for pedestrians, two signalized intersections and two bus stop areas.

In the meantime, the bicycle facility from the Kohlscheider Straße overpass to Schloss-Rahe-Straße in the direction of Richterich has been marked as a bicycle lane or protected lane, as was the case in the previous configuration. However, a safety separation strip separating the bike lane from parked vehicles has also been marked. Due to an extended construction project in 2025 further along Roermonder Straße, the marking work has not yet been completed.

Planning

The refurbishment measure is used to optimize the existing situation. The following framework conditions apply:

• No changes to the curbs and sidewalks.
• No removal of the extra-wide drainage channels possible as part of the asphalt measure
• Retention of the lane width of at least 6.50 m for public transport traffic.
• Preserving as many parking spaces as possible
• Creation of Areas for Delivery and Loading Traffic
• Retaining a Netliner stop
• Cost reduction in light of the current budget situation
   

In accordance with the policy decision-making process, the bicycle facility between Schloss Rahe Straße and Rathausstraße in the direction of Richterich will be implemented as a bicycle lane or a protected bicycle lane. On a short section, a series of pictograms will be used due to the narrow width of the existing roadway. In the direction of Aachen city center, a bicycle lane will be marked between Rathausstraße and Schurzelter Straße.

For parallel parking spaces on public streets, a safety divider will be provided to separate them from the bike lane. In addition, the bike lane will be marked in red in areas where conflicts may occur.

Costs

For the final section between Schurzelter Straße and Rathausstraße, the cost of the road marking and signage work was estimated at approximately €15,000.

Political consulting

March 16, 2022: The Aachen-Laurensberg District Council recommends that the Mobility Committee instruct the administration to conduct a public participation process to optimize the bicycle infrastructure as part of a road resurfacing project on Roermonder Straße between Kohlscheider Straße and Rathausstraße (Proposal FB 61/0352/WP18).

March 17, 2022: The Mobility Committee has tasked the administration with conducting a public participation process to optimize the bicycle infrastructure as part of a road resurfacing project on Roermonder Straße between Kohlscheider Straße and Rathausstraße (Proposal FB 61/0352/WP18).

February 22, 2024: The Mobility Committee takes note of the administration’s report (Document FB 61/0794/WP18).

March 20, 2024: The Aachen-Laurensberg District Council takes note of the administration’s report (Document FB 61/0794/WP18).

July 1, 2026: The Aachen District Council-Laurensberg recommends that the Mobility Committee adopt the planning and implementation resolution based on the submitted plan in accordance with the plan in Appendix 2, retaining the two parking spaces across from the intersection with Schurzelter Straße and using only red markings in the conflict areas (see also the overview map of the sub-areas for the parking space expansion, Option 2) (Document FB 68/0079/WP19). 

July 9, 2026: Based on the available plans in accordance with the plan in Appendix 2, the Mobility Committee adopts the planning and implementation resolution to retain the two parking spaces across from the intersection with Schurzelter Straße and to use only red markings in the conflict areas (see Plan 20260622_overview_plan_subareas_parking_space_expansion_Var2) and instructs the administration to implement the measure (Proposal FB 68/0079/WP19).
