Occasion and goal
In May 2022, Aachener Stadtbetrieb carried out an asphalt measure on Roermonder Straße in Laurensberg. The measure covered the area between Kohlscheider Straße and the Schurzelter Straße junction. As part of the asphalt measure, the administration plans to optimize the cycling facilities, as there were no safety separation strips between the cycling facilities and parking spaces before the asphalt measure was carried out.
The construction measure was a road surface renovation project that did not involve a fundamental and extensive reconstruction of the road space. The administration is aiming to adapt the cycling facilities by redistributing the areas while retaining the existing kerbs and taking into account all other functional concerns.
The street space is divided into 2 sub-areas with different planning approaches (see Appendix 1 Roermonder Straße overview plan):
- Sub-area 1 (TB 1) Kohlscheider Straße to Schloss-Rahe-Straße
- Partial area 2 (TB 2) Schloss-Rahe-Straße to Rathausstraße/Schlossparkstraße.
Condition
In the area under consideration, Roermonder Strasse is a main road with traffic on both sides. It is characterized by residential buildings with single and multi-family houses and facilities for local supply (retail and medical centre) and a petrol station.
The section under consideration is approx. 800 m long and the widths vary between approx. 16.5 m and 24 m. In addition to single-lane carriageways in each direction, the road has side spaces on both sides, continuous perimeter parking (partly between tree fields), two crossing aids for pedestrians, two signalized intersections and two bus stop areas.
Planning
The refurbishment measure is used to optimize the existing situation. The following framework conditions apply:
- No changes to the curbs and sidewalks.
- No removal of the extra-wide drainage channels possible as part of the asphalt measure
- Retention of the lane width of at least 6.50 m for public transport traffic.
In the first TB, this essentially results in an adaptation of the marking to the currently valid regulations without further organizational changes. Other variants are not feasible without extensive construction work. In TB 2, several cross-section variants are considered, which are to be understood as a basis for discussion for the citizens' dialog. The following types of cycle infrastructure are used, among others:
BL (buffered lane): A cycle lane at least 1.50 m wide with a 0.50 m wide safety separation strip from moving motor vehicle traffic.
PBL (protected bike lane) that complies with cycling regulations: A cycle lane at least 2.30 m wide with a 0.50 m wide safety separation strip from moving motor vehicle traffic, which is additionally equipped with structural elements. Further details are shown in the attached annexes.
Costs
The costs for the redesign of Roermonder Strasse depend on the outcome of the public participation and further planning and therefore cannot yet be quantified. The funds required to implement the measures will be budgeted neutrally in future budget planning. Decisions on the implementation of the measure, including costs and financing, are reserved for the implementation decision.
Next steps
A public information event is planned for September 19, 2022, at which the measure will be presented. Any comments made can be incorporated into the planning of the measure and taken into account in the implementation decision.
Political consulting
16.03.2022: The Aachen-Laurensberg district council recommends to the Mobility Committee that the administration be commissioned to carry out a public participation process to optimize the cycling facilities as part of a surface renovation on Roermonder Straße in the area between Kohlscheider Straße and Rathausstraße.
