Explanations on planning
The adoption of the zoning plan is intended to prepare the currently underutilized area for a site-appropriate, architecturally sophisticated reuse and to implement the existing urban development concept, which is intended to serve as a catalyst for the entire Rothe Erde and Forst area. This will help meet the high demand for commercially usable space in a location with convenient transportation access. The current urban planning shortcoming—an unused brownfield site in the middle of a residential area—is to be eliminated.
In the spirit of ecologically sound urban planning, the development plan process also aims to remove impervious surfaces from certain areas, remediate the soil, and introduce greenery to these areas, thereby contributing to the improvement of the urban climate. Furthermore, provisions for pollution control are intended to resolve conflicts arising from the complex site conditions. The zoning plan is therefore to be adopted through the full procedure in accordance with Section 2 of the German Building Code (BauGB), including an environmental report.
Notes on public interpretation:
DIN regulations and other private regulations to which reference is made in the textual provisions of the development plan are to be applied in the version valid at the time these by-laws are issued and are available for inspection during opening hours at the Geoinformation and Land Development Department, Am Marschiertor administration building, Lagerhausstraße 20, 52064 Aachen, 3rd floor, room 355/356.
In accordance with Section 3 (2) sentence 4, it is pointed out that comments can be submitted during the publication period, that comments should be submitted electronically, but can also be submitted by other means if required, that comments not submitted on time may be disregarded in the resolution on the development plan and that an application pursuant to Section 47 of the Administrative Court Code is inadmissible if it asserts objections that were not asserted or were asserted late by the applicant in the context of the interpretation, but could have been asserted.
