Concept procedure: City enables major housing project in Brand
The city of Aachen pursues an active housing policy. The aim is to expand the supply of housing and thus counteract the tight housing market. To this end, the administration and politicians have initiated numerous pioneering measures in recent years to create living space for a wide range of needs. One important component: publicly subsidized rental apartments. One project is now being built in Aachen-Brand.
Stefan Frey AG is starting work on the new "MY:BRAND" residential quarter at Schagenstrasse 60, where 69 publicly subsidized rental apartments with a diverse range of apartments and an integrated six-group daycare centre with around 1,093 square metres of floor space are planned. At an on-site visit on Thursday (2 April), Lord Mayor Dr. Michael Ziemons expressed his satisfaction with the progress of the major residential construction project. "This project is a strong example of how we can combine urgently needed living space with social infrastructure and a clear focus on family friendliness in Aachen. The successful mix of uses consisting of subsidized housing and a modern daycare centre creates an environment in which families in particular can feel at home in the long term. I expressly welcome this development," said Ziemons. Together with Thomas Hissel, head of the city's housing department, and Christoph Kemperdick, head of the real estate management department, Ziemons met with the project developer's representative, Corinna Kalscheuer, in Brand.
Praise for good cooperation
The buildings are being built to the BEG 40 net zero energy standard and therefore meet the highest requirements for climate protection and energy efficiency. The quarter has 31 underground parking spaces and 17 above-ground parking spaces. According to the investor, the planned construction period is around 24 months. All those involved praised the concept up until the building permit was issued last year.
As a result of a location and needs analysis of the neighborhood, the focus of the concept process launched at the beginning of 2024 under the leadership of the city's real estate management department was on the topic of child and family friendliness. The aim was to build a daycare center with groups for children under and over the age of three and to create affordable housing for multi-child families.
Once the best concept had been selected, coordination between the project sponsor and the municipal departments followed in close and constructive cooperation during the so-called handover phase. This was followed by the planning and funding applications. The building application was finally submitted in March 2025. With the council's decision in July 2025 to conclude the leasehold contract and the building permit issued in October 2025, the way is now clear for implementation. Thomas Hissel, Municipal Councillor for Housing, Social Affairs and Economic Affairs, said: "The demand for affordable housing in Aachen remains very high and is growing noticeably. This makes it all the more important that we work together with strong partners to get concrete projects off the ground. With Frey Immobilien, we have succeeded in realizing a convincing concept for a family-friendly district with subsidized housing and supplementary social infrastructure. The cooperation between the project developer and the city departments involved was consistently constructive, solution-oriented and exemplary. The result is impressive and makes an important contribution to relieving the tight housing market in our city."
Corinna Kalscheuer, representing the developer Stefan Frey, emphasized: "The MY:BRAND project is an example of how well the city and developers can work together to create sustainable living space. We would like to thank the city of Aachen for the excellent, solution-oriented cooperation - characterized by trust, dialogue and shared responsibility." The housing project was also recently presented as part of the Aachen Housing Summit in the town hall.
Initial preparatory work is underway
The application for funding as part of the state of North Rhine-Westphalia's public housing promotion program was approved by the Aachen city region in November 2025 and the funding will be made available by the state of North Rhine-Westphalia. This will create a modern, sustainable district in Aachen-Brand that combines affordable housing with social infrastructure.
With the building permit granted, the preparatory work has already been completed and the transition to the building construction phase began in February.
