The draft of development plan no. 1024, including the explanatory statement and written provisions, will be published on the internet from 18/08/2025 up to and including 26/09/2025 via the central internet portal of the state of NRW at beteiligung.nrw.de and at beteiligung.aachen.de.

The documents will also be available for public inspection during the same period at the Department of Urban Development and Planning, Administration Building at Marschiertor, Lagerhausstraße 20, 4th floor, room 400. They can be inspected during office hours Monday to Thursday from 8.00 a.m. to 12.30 p.m. and from 1.30 p.m. to 4.00 p.m., on Wednesdays until 5.00 p.m. and on Fridays from 8.00 a.m. to 1.00 p.m.

At its meeting on 3 July 2025, the city's planning committee decided to draw up development plan no. 1024 for the above-mentioned plan area in accordance with Section 2 (1) BauGB.
At its meeting on 3 July 2025, it decided to publish the plan on the internet in accordance with Section 3 (2) BauGB and also to put it on public display.
This development plan is being drawn up as an internal development plan using the accelerated procedure in accordance with Section 13a (1) BauGB without carrying out an environmental assessment in accordance with Section 2 (4) BauGB.

Explanations on planning

The aim of the planning is to develop a residential area with multi-storey apartments and a day care center. The urban design was developed from the competition "Neues Wohnen im Ostviertel". It is intended to complete the development on the edge of the square and create a quiet green inner courtyard with a perimeter block structure. A high proportion of publicly subsidized housing is to be built.

Notes on public interpretation:

DIN regulations and other private regulations to which reference is made in the textual provisions of the development plan are to be applied in the version valid at the time these by-laws are issued and are available for inspection during opening hours at the Geoinformation and Land Development Department, Administration Building Am Marschiertor, Lagerhausstaße 20, 52064 Aachen, 3rd floor, Room 355/356.

In accordance with Section 3 (2) sentence 4, it is pointed out that comments can be submitted during the publication period, that comments should be submitted electronically, but can also be submitted by other means if required, that comments not submitted on time may be disregarded in the resolution on the development plan and that an application pursuant to Section 47 of the Administrative Court Code is inadmissible if it asserts objections that were not asserted or were asserted late by the applicant in the context of the interpretation, but could have been asserted.
