Resident Parking Zone BU5: Implementation will continue
The implementation of resident parking zone BU5 will proceed as planned. Following the conclusion of political deliberations, Mayor Dr. Ziemons has asked the relevant department to proceed with the activation of the resident parking zone as originally intended. Implementation had previously been suspended for a short time to examine outstanding questions regarding the data basis and the procedure followed to date.
The relevant political bodies of the City of Aachen had decided to establish the BU5 resident parking zone. The Aachen-Mitte District Council passed its resolution on April 30, 2025, and the Mobility Committee on May 15, 2025. The city administration is required to implement these resolutions. Therefore, the work that has already begun will now continue. Mayor Dr. Ziemons regrets that BU5 is now being implemented, even though the data collection process and the basis for implementation appear highly questionable. “For this reason, it was important to me to check with policymakers once more before the first citizens have to pay,” says Dr. Ziemons. However, he points out that the resolution to establish BU5 includes an option for evaluation. “We will conduct this evaluation thoroughly, not only collecting reliable data but also taking the will of the citizens into account.” In doing so, the scope of BU5 will also be reviewed and possible alternatives developed.
The temporary suspension was prompted by reports and submissions from citizens, as well as questions regarding the data on which the council’s decision was based. In particular, it was examined whether the requirements for establishing a resident parking zone had been sufficiently demonstrated in accordance with the applicable principles. Upon closer examination, this does not appear to be entirely clear.
Following further consultation with the political bodies, it became clear that the existing decision should be upheld. The administration is therefore now implementing this decision.
Regardless of the construction of BU5, parking on the sidewalk remains prohibited under a resolution passed in the 1990s. This has been made clear through new signage.
