Occasion and goal
The Urbanstraße section between Johannesstraße and Stichstraße has not yet been completed. Several residential construction projects have taken place here in recent years, which have closed the existing gaps between buildings. These were completed by 2021, so the road is now to be completed.
To this end, the Aachen-Eilendorf district council commissioned the administration on 11.11.2020 to carry out a public participation process. This was to take place in person. Due to the coronavirus pandemic, the event was originally scheduled for 01.12.2021, but then had to be canceled at short notice and finally took place on 21.09.2022.
Today's situation
Urbanstraße is located in the Aachen-Eilendorf district. It is a residential collector road with a low traffic load. The road has so far only been developed as a construction road in this section. The permitted speed limit is 30 km/h. In this section, Urbanstraße fulfills an important access function for the direct residents and the adjacent streets.
The width of the road in Urbanstraße is around 8.80 m. Currently, there is disorderly parking on the edge of the road between Johannesstrasse and house no. 44. Further along, on the eastern side of the road, there are parking spaces between tree fields. In the southern section, adjacent to the expansion area, there are several trees worthy of preservation (ash and birch trees, some protected in accordance with the tree protection statutes) on private land belonging to the church as well as a municipal street tree worthy of preservation. In the area of the Betzelterstraße junction, there are two protected urban street trees worthy of preservation.
Citizen participation
On 21.09.2022, a citizens' participation took place in the Versöhnungskirche. Around 30 interested citizens and members of the district council took part. Employees of the administration from various specialist departments were also present. In an opinion poll at the end of the event, the citizens present clearly expressed their support for the implementation of the separation principle in accordance with variant 1.
On April 3, 2023, another information event was held in the Church of Reconciliation. An interim status of the design planning was presented at the event. An audio version of the presentation is also available here .
Planning
The differences in height between the existing road on the south-eastern and north-western sides result in a road profile based on the separation principle with a 5.60 m wide carriageway sloping to one side in a north-westerly direction. This will be constructed using asphalt and will therefore match the existing road in the transition areas. The carriageway is bordered on both sides by footpaths in the ancillary facilities with a width of 1.65 m to 1.75 m.
At the junction with Johannesstraße, the unsecured crossing point for pedestrians will be made barrier-free and equipped with a tactile guidance system in accordance with the Aachen standard.
No additional parking spaces will be built or marked in the Urbanstraße expansion area. The road traffic regulations apply here and parking is therefore permitted on the right-hand edge of the road in the direction of travel.
Costs
Decisions on the implementation of the measure, including costs and financing, are reserved for the implementation decision. No subsidies are available for this measure.
In the present case, this is the first-time construction of a development facility within the meaning of Sections 123 et seq. of the BauGB. Accordingly, in accordance with Sections 127 et seq. of the BauGB, development contributions are to be levied from the owners of the developed properties in relation to the contributory construction costs of the development facility.
