Occasion and goal

The preliminary planning for the redistribution of the road cross-section adopted by the Mobility Committee in 2012 does not meet the current quality requirements of the cycling decision with regard to cycling facilities. The administration then developed further variants which, with a safety distance of at least 1.50 m when overtaking cyclists and small electric vehicles, comply with the amendment to the Road Traffic Regulations that has been in force since 2020 (Section 5 StVO).

Condition

The width of the public road space is approx. 30 m. Approx. 10 m of this is accounted for by the planted green strip in the middle. Salierallee and Siegelallee are listed and protected in the NRW avenue register. The lanes to the north and south of this can only be used by one-way traffic. There are adjacent residential properties on both sides in the form of detached houses and apartment buildings. Towards the city, the carriageway is approx. 4.50 m wide plus two marked longitudinal parking lanes approx. 1.80 m wide. Heading out of town, the carriageway is approx. 4.10 m wide with a marked, 2.00 m wide longitudinal parking lane on the house side. The side areas consist of a 1.50 m wide cycle path, which is no longer required to be used, and an approx. 1.40 m wide footpath.

Planning

The plans for Salierallee envisage the redistribution of the traffic areas between Siegelallee and Eupener Straße. The lane width will be approx. 3.50 m. As the lane towards the city is wider than the lane away from the city, it is only here that an approx. 2.20 m wide longitudinal parking lane for approx. 83 vehicles can be created along the grassed central reservation. Out of town, the existing longitudinal parking lane for approx. 63 vehicles can be omitted.

Cycle traffic is guided on structurally protected facilities. The cycle path has a width of 2.30 m and a safety distance of 50 cm from the carriageway.
The footpaths will be widened to 2.50 m and 2.70 m and, like the bus stops, will be constructed in accordance with the latest recommendations on accessibility and equipped with tactile elements. The need for bicycle racks will also be checked and supplemented as part of the implementation planning.

The southern traffic routing in Siegelallee will be adapted between Salierallee and Louis-Beißel-Straße. Cycle traffic coming from St.Vither Straße will be routed from the side road onto the carriageway before the junction. The protected bike lane (2.50 m wide) out of town on Siegelallee will be separated from the carriageway (3.60 m wide) by bollards. The area of the current cycle path in the adjacent area will be unsealed and connected to the green space. Two lanes, each 3.50 m wide, will lead into the city. And structurally protected, a cycle path that splits before the traffic lights into a right-turning lane in the direction of Salierallee and a straight ahead lane in the direction of St.Vither Straße, which will be at road level before the traffic lights. Regionetz is expected to be working on Salierallee until 08.2024. Due to budgetary constraints, construction is expected to start in spring 2025.

A concrete cost calculation and the possible obligation to contribute in accordance with Section 8 of the NRW Municipal Charges Act (KAG NRW) will only be carried out as part of the design planning. Decisions on the implementation of measures with costs and financing are reserved for the implementation decision.
