Occasion and goal

The implementation of priority cycle routes (RVR) and the urban development projects for the premium footpaths are anchored in the clean air plan. The aim here is to improve the traffic situation for non-motorized traffic in the section between Schildstraße, Schildplatz and Harscampstraße. Schildplatz refers to the area between Schildstraße and Harscampstraße. The aim is to make non-motorized, environmentally friendly and climate-friendly traffic more comfortable while taking into account the needs of motorized traffic. The aim is to bring urban traffic into harmony with the various inner-city usage requirements of living, working, the environment and public spaces. In this section, the RVR Brand and Eilendorf as well as the Premium Footpath No. 3 run from Frankenberger Park via Lothringerstraße into the city center.

Condition

Schildstraße and Harscampstraße are designed according to the separation principle, i.e. separate guidance of the different types of traffic. The sidewalks are separated from the carriageway by a raised kerb. Some of the longitudinal parking spaces are located on the carriageway or in the adjacent facilities. At the intersections of Harscampstrasse with Lothringerstrasse and Gottfriedstrasse, the right-before-left rule applies.

Planning

The planned road expansion will be implemented after the line work by Regionetz GmbH. The road reconstruction will begin in Schildstraße. This will continue to be developed as a 30 km/h zone. The carriageway will be constructed with a kerb three centimetres higher than the sidewalk. The crossings for cyclists to Harscampstraße will be created without a stop. In Schildstraße, the northern sidewalk will be extended to a width of 2.20 meters. This will be followed by a 3.80 - 4 meter wide carriageway. The southern sidewalk will be between 1 and 1.5 meters wide, depending on the geometry of the road. Two parking spaces will remain in the upper section of Schildstrasse. A tree is planned at the beginning and end of this parking lane.

On the sign square, the ford for cyclists is marked with the traffic signs "Gehweg" and "Radfahrer frei" as well as with the color change of the ground material to three meters wide. Block paving stones will be used to support the traffic flow, similar to the Martin-Luther-Straße / Gottfriedstraße intersection. To improve the quality of life on Schildplatz, another expansive tree will be planted and the tree bed will be bordered by a semi-circular bench.

The Harscampstraße planning section will become a traffic-calmed business area (20 km/h) and will also be upgraded with a three-centimetre-high kerb. The lanes in the business area will be raised with threshold stones to reduce the speed level. The junction with Lothringerstrasse will be raised with an evenly rising carriageway. At the junctions with Schützenstrasse and Gottfriedstrasse, the traffic-calmed business area will also be introduced by a new tree. The western sidewalk on Harscampstrasse has a width of around 2.50 meters. This width will be retained. The adjacent roadway has a uniform width of five meters. There is still a parking lane between Gottfriedstrasse and Lothringerstrasse.

The sidewalk crossing on Gottfriedstrasse enhances the character of the square. The road surfaces up to the Beeckstraße junction will be renewed. The road surface will be renewed in the section of Gottfriedstrasse between house number 6 and the tree bed in front of house number 10 and in Harscampstrasse between house number 45 and the planned threshold stone at house number 53.

Costs
The costs for the overall measure amount to 1,792,000 euros.
There is funding for 80 percent of the total costs via the 2022 city center concept.
