Occasion and goal

In 2018, STAWAG replaced wastewater pipes and supply lines in the section of Eginhardstraße between house no. 12 and 42. This involved taking up large sections of the traffic areas, which were only provisionally restored. The functional deficiencies, such as the very narrow footpaths, will be rectified during the planned level renewal of the road surface. The different usage requirements for the road space (parking, walking, access) and the external conditions (narrow road space) cannot currently be combined in a compatible manner.

Condition

Eginhardstraße is a purely residential street. It connects to Passstraße, Normannenstraße and Alkuinstraße. The road is divided into a carriageway and sidewalk and is part of a 30 km/h zone. From Passstrasse in the direction of Normannenstrasse, it is designated as a one-way street. Only the section of road between Alkuinstraße and Eginhardstraße house no. 2 is open to two-way traffic.

The lane cross-section is generally between 4.40 m and 5.00 m. With this lane width, parking on the edge of the lane is not permitted due to the fact that sections of the lane fall short of the required remaining lane width in accordance with the German Road Traffic Regulations (StVO).

The sidewalks along Eginhardstraße are very narrow, sometimes less than 1.00 m wide, so that overtaking, walking side by side or using wheelchairs and baby carriages is hardly possible or not possible at all for pedestrians.

On Eginhardstraße, there are 24 parking spaces on the edge of the road that comply with the regulations, where fire engines and refuse collection vehicles can pass next to a parked vehicle. Up to 36 vehicles were actually observed during an inspection in September 2016.

Planning

The plans envisage a level expansion of Eginhardstrasse as a traffic-calmed area. The lane is 3.50 m wide, so that accessibility for supply and emergency vehicles is guaranteed in future.

Parking is only permitted in the designated areas. Due to the new street layout, parking is also legally possible in the section between Passstrasse and Eginhardstrasse house no. 1. 32 parking spaces can be provided in public areas.

The parking spaces for the fire engines were provided at the necessary locations in consultation with the fire department. The northern Eginhardstraße houses no. 3 to 27 and 26 to 42 are accessed by the fire department via Alkuinstraße, as there is not enough space for the fire engines coming from Passstraße to negotiate the bends.

On 17.05.2017, the Aachen-Mitte district council passed the planning resolution for the presented variant 1. The present implementation planning was created on this basis.

Procedure and costs

In deviation from the submission for the planning decision, it was determined during the detailed planning of the project that the intervention caused by the pipeline work would be significantly less than initially assumed. However, as the structural and functional condition requires a fundamental renewal, this is now to be carried out. This will result in construction costs of €860,000. Of this, €140,000 is allocated to the renewal of the sewer pipe. The expansion of the road is planned for 2025.

The necessary funds were included in the budget in a budget-neutral manner in the 2024 budget planning.

There is no obligation to pay a contribution in accordance with § 8 KAG NRW.

A public information event was held on June 12, 2024. The implementation decision was made in September 2024 in the political bodies (Aachen-Mitte district council and mobility committee).
