Mobility Strategy 2030
The Mobility Strategy 2030 is the central component of transport development planning. Due to its scope, it is developed on a modular basis. Two overarching documents define the structures (Part 1) and objectives (Part 2) of the transport development planning. These two documents are linked to concepts for individual mobility issues and for specific areas of the city. So far, the concepts for cycling and electromobility have been adopted. In 2025, work will continue on the concepts for pedestrian traffic, mobility management, road safety and car traffic. Work on the local transport plan, which sets the framework for the development of public transport in Aachen in the years 2027 - 2037, is being carried out in parallel.
Part 1: Mission and structure
The first part of the Mobility Strategy 2030
- key milestones in transport development planning from 1995 to 2018,
- explained the special opportunities for sustainable mobility in Aachen due to the good conditions in the areas of electromobility, digitalization, new mobility culture and the city of short distances,
- The main challenges in the fields of environment, limited space, traffic accidents, citizen participation, ageing society, traffic growth and cost increases were highlighted,
- explains the plans relevant to Aachen that make statements on projects in the field of mobility and
- explains the individual components and processes of the VEP.
The draft version of the document was submitted to the VEP steering group in 2015. The revised version was presented to the steering group in Oct. 2018. On May 23, 2019, the document was adopted by the Mobility Committee of the City of Aachen.
Part 2: Objectives and indicators
In order to be able to measure changes in the mobility sector, the objectives were specified with 25 measurable indicators in an intensive discussion process in the steering group and adopted by the Mobility Committee on 30.01.2020.
Key indicators include
- The proportion of journeys made using eco-friendly modes of transport
- Number of people killed and seriously injured in traffic accidents
- traffic-related CO2 emissions
- Satisfaction with the means of transportation
- the punctuality and availability of space on public transport

Dear people of Aachen,
we are top as a "city of short distances". Aachen is also a leader in the field of electromobility. Aachen has so far fallen short of its potential, especially when it comes to cycling and public transport. Our task is to support all road users more intensively in changing their mobility behavior:
- through the consistent expansion of pedestrian and bicycle traffic,
- by consistently reducing accident risks and road traffic accidents,
- through the consistent expansion of public transport in the city and the region and
- the expansion of new mobility services, such as car sharing and VeloCity, and the development of new apps, such as ASEAG's movA.
The "Mobility Strategy 2030" is part of a systematic, long-term and dialog-oriented transport development plan. We are grateful and pleased that we were able to agree on a structured approach and the benchmarks for success with the representatives of many associations and institutions that care about the development of mobility in Aachen. The politicians helped to shape this strategy and adopted it unanimously. I would like to thank all stakeholders for this!

Concepts of the Mobility Strategy 2030

Cycling
The cycling concept defines topics and core tasks for cycling. It was adopted in May 2022. Core projects include priority cycle routes, the pedelec rental system, bicycle parking, a renovation program and cycle paths on main roads.

Electromobility
Aachen is going electric. In January 2025, the central tasks for the further promotion of electromobility in Aachen were decided. The expansion of the charging infrastructure is the main focus here.

Inner-city mobility for tomorrow
In autumn 2023, an overall concept for all means of transport in the city center was adopted with goals for accessibility, safety and quality of stay. New guidance for car traffic, the bicycle distribution ring, premium footpaths and the RegioTram are key measures in this concept.

Local transport plan
The local transport plan of the city of Aachen defines the guidelines for public transport in Aachen for 10 years. The current local transport plan is from 2017; intensive work is currently underway on the follow-up plan from 2027.

Foot traffic
At 30%, pedestrian traffic is a mainstay of mobility in Aachen. In 2025, a concept will be drawn up that substantiates the previous plans for premium footpaths and supplements them with further measures.

Car traffic
At 46% of all journeys, the car still represents a heavyweight in traffic. In conjunction with other modes of transport, solutions are being sought to reduce, but not eliminate, car traffic. Work is underway on the 2025 concept.

Mobility management
Mobility management focuses on motivating people to make more environmentally friendly transport choices. Aachen has already been active in commuter traffic for a long time. In 2025, a concept will be drawn up that will define further topics.

Road safety
Efforts to improve road safety are bundled in the "Road Safety Action Plan". This is to be updated as an overall concept in 2025.
