Close regional networking in the field of mobility is essential for the city of Aachen in order to be able to speak with one voice to the state and federal government. The various concerns of the municipalities should be coordinated with each other before decisions are initiated at a higher level. The NEMORA network has been a central component of this since 2022. Since 2021, a regional mobility conference has been held once a year based on political decisions.
Other projects of paramount importance at regional level are
the plans for the Euregio cycle highway
the plans for the Regiotram Aachen
and the"clever mobil" network for company mobility management.
Network Mobility Transition Aachen Region (NEMORA)
The Netzwerk Mobilitätswende Region Aachen (NEMORA) started work in spring 2022. The City of Aachen wants to work closely with the Aachen city region, the municipalities in the region, AVV and ASEAG to jointly coordinate and advance regionally important mobility issues. Around 75 people from various disciplines are involved in the process in working groups, coordination groups and steering committees. The objectives and structure of NEMORA were set out in a joint declaration of intent in 2023.
The regional environmental network consisting of local public transport, cycling, walking and sharing mobility is to be made so attractive that people switch from motorized private transport (car, motorcycle) to environmental transport in the long term. NEMORA complements the structures of the regional projects "Radschnellweg" and "Regiotram".
The Regional Mobility Conference (ReMoKo), which was held for the first time in 2021, was developed into an annual meeting for NEMORA.
To date, the following proposals have been submitted to the Mobility Committee in Aachen and coordinated in NEMORA:

Bundled mobility expertisein four working groups
The four working groups form the heart of NEMORA and prepare decisions at a political level: They further develop "Strong Axes", "Mobility Stations and Multimodality" and the "Regional Cycling Infrastructure". Under the leadership of the AVV, the "Financing the mobility transition" working group deals with financing options.
Strong Axes" working group: defines 15 regional public transport corridors
The aim of the "Strong Axes" working group is to develop efficient, regional public transport corridors in Aachen and the Aachen city region. Among other things, important public transport connection points, commuter interdependencies, travel time comparisons between motorized and public transport, existing connection qualities and catchment areas for stops are identified and worked out. As a result of their work to date, 15 main corridors were defined, which were subjected to a scientific evaluation including an impact analysis. In a next step, the main public transport corridors are classified into different quality levels based on the passenger demand determined. Based on this, demand-oriented measures (e.g. frequency, service times, acceleration measures) are defined for each individual public transport corridor.

Mobility stations, where at least two means of transport or mobility services are linked together, are the foundation of multimodal mobility. The "Mobile Stations" working group identifies locations for this and develops optimized allocation processes and tailor-made operator models. On the way to the nationwide creation of mobile stations, the draft resolution "Expansion of the mobile station network" was presented to the municipal mobility committees. The proposal has already been adopted in seven of the eleven committees. As soon as the respective resolution has been passed, the implementation of individual mobile stations can begin in the respective municipality.
Regional cycling infrastructure working group: pedaling for cycling
An optimally developed urban-regional cycling network is an essential part of the mobility transition: this will make cycling a convenient and safe option for everyday transportation for many people. The "Regional Cycling Infrastructure" working group has developed a strategy for this, which has been gradually adopted by the political bodies of all participating municipalities. On this basis, the creation of a master plan for the implementation of the strategy has been commissioned in the third quarter of 2024. The "Regional Cycling Infrastructure" will then pick up speed
Financing" working group: Collecting and evaluating values
The "Financing" working group deals with securing existing financing structures and providing new funds. This includes funding opportunities and beneficiary or third-party user financing. One milestone is the solidarity-based lump sum from the municipalities: 20 cents per inhabitant per year for the financing of regionally significant planning. The working group also developed an evaluation matrix that makes mobility projects comparable with one another. This facilitates decision-making and prioritization.

In order to discuss regionally important mobility topics between administration, politics and mobility partners, the format of an annual conference was launched in 2021, which StädteRegion Aachen and the City of Aachen are implementing in cooperation.

On 21.04.2023, the State Minister of Transport Oliver Krischer was the keynote speaker in Alsdorf. In addition to a status report on the NEMORA network, a memorandum of understanding for the regional mobility transition was signed by all mayors in the Aachen city region as well as ASEAG and AVV. This confirms the objectives and structures of the joint cooperation.

On Saturday, 21.05.2022, the 2nd Regional Mobility Conference took place with a focus on public transport. The City of Aachen, StädteRegion Aachen, AVV and ASEAG presented goals and key projects for the expansion of public transport.
