Annual Report 2024: IT audit in Aachen and 70 other municipalities
The City of Aachen's Audit Department presented its 2024 annual IT audit report at the Audit Committee meeting yesterday, Thursday, March 6. In addition to the city administration of Aachen, the department audited the IT systems of a total of 70 municipalities last year, thereby supporting smaller administrations in particular that do not have their own IT auditors. The City of Aachen is the only municipality in North Rhine-Westphalia that also offers IT audits for other municipal administrations on this scale.
The basis for the audits is Section 104 of the North Rhine-Westphalia Municipal Code. The main focus of the audits is on financial procedures, the further development of employee and service portals and the introduction of e-invoices and e-payment processes. The department also checks a large number of updates. Two certified IT auditors, who undergo regular training, ensure that IT audits are always up to date. Last year, employees checked 176 cases to determine whether there was a so-called audit obligation for new programs, projects or updates. In 95 of these cases, an audit was subsequently carried out as the applications had a direct financial impact.
The department continues to review the implementation of the Online Access Act, which obliges municipalities to offer their administrative services electronically via administrative portals. In the 2024 financial year, the City of Aachen was able to implement several services online, such as the registration of requirements for education and participation.
