The 2025 Citizens' Report has been published—read it now!

On October 7, 2025, the Aachen Citizens’ Forum held a public meeting at Forum M, which focused on the findings of this year’s Aachen 2025 Citizens’ Council. The members presented their citizens’ report on the topic “Balanced Mobility in Aachen: How can we ensure that the needs of all road users are taken into account when making transportation policy decisions?”

The session began with opening remarks by Mayor Sibylle Keupen. Dr. David Terwiel (Political Theory and History of Ideas, RWTH Aachen) then gave an introduction and provided an overview of the work of the citizens’ councils. Rebecca Peters and Ilka von Eynern (project managers, Zebralog) moderated the presentation and discussion of the recommendations.

Following this, the members of the Citizens’ Council shared their personal impressions and experiences during the third Aachen Citizens’ Council. The members then presented the Citizens’ Council’s nine recommendations and explained how they were developed and what goals they aim to achieve. In a subsequent panel discussion, Prof. Dr. Christoph Hebel (European Center for Sustainable Mobility, Aachen University of Applied Sciences) and Uwe Müller (Head of the Mobility and Transportation Department, City of Aachen) discussed the Citizens’ Assembly’s recommendations and provided valuable substantive feedback.

The discussion gave participants the opportunity to assess the substance of the proposals, clarify outstanding questions, and gain insights into their implementation.

We were very pleased to discuss the recommendations with the members of the Citizens’ Assembly, visitors, and representatives from politics, government, and academia. Through its commitment and the proposals it developed, the 2025 Citizens’ Council has once again made an important contribution to the further development of mobility in Aachen. The report will now be forwarded to the City Council, which will decide on the implementation of the proposals.
