Public safety and order is a decisive factor for the quality of life in a city. The patrol service provided by the public order and security service (OSD) ensures that tasks are carried out effectively and also increases the subjective feeling of security among Aachen's citizens. In addition to its actual duties, the OSD patrol service also provides rapid assistance to people seeking advice and help.

The easily recognizable blue uniform makes the OSD clearly identifiable for all citizens. The OSD also includes the VED - Enforcement and Investigation Service of the City of Aachen. This carries out requests for administrative assistance from other departments, for example, but also acts independently. Violence against municipal employees, in whatever form, cannot be tolerated. Therefore, any form of violence against employees is immediately reported to the police.

  • Our tasks

    The main task of the OSD is to enforce public safety and order. The "Ordnungsbehördliche Verordnung zur Aufrechterhaltung der öffentlichen Sicherheit und Ordnung auf den Straßen und in den Anlagen in der Stadt Aachen" (Aachener Straßenverordnung) serves as the legal basis for this, in addition to many other legal provisions. This regulates public life in the city of Aachen. Other legal provisions are, for example, the Ordnungsbehörden-Gesetz NW and the Polizeigesetz NW.

    For example, according to the NW Public Order Authorities Act and the NW Police Act, the OSD also has powers that may be used by the police if necessary. This requires a high degree of sensitivity on the part of OSD employees. For example, the OSD first tries to eliminate disruptive circumstances through communication. However, if this does not work, the powers to which they are entitled are also applied.

  • Our powers

    The public order service has many powers, similar to the police. This is based on the Public Order Authorities Act (§ 24 OBG NRW) in conjunction with the Police Act, which also applies in part to the public order service, as well as other legal bases.

    The security service is authorized to carry out its duties:

    • Establish personal details and collect data
    • to levy and collect fines
    • to carry out searches of persons
    • Ensure objects
    • To issue and enforce reprimands
    • To take persons into custody

  • Common contact point

    The joint contact point of the public order office and the police can be found in the administration building at Peterstraße 44-46. The joint contact point is open to citizens on weekdays from 7 am to 9 pm. On the part of the Public Order Office, the Joint Contact Point offers citizens the following main services:

    • During the office hours of FB 32, citizens who contact the office will be directed to the relevant person in charge.
    • Outside of office hours, matters brought to the attention of the police are assigned and evaluated by experts. In this context, citizens receive initial information and information from the various areas of (special) regulatory law on request.
    • Citizens will also be able to make regulatory reports outside the above-mentioned office hours, submit regulatory complaints for the record, hand in lost property, letters, documents, applications, etc. from the range of regulatory tasks.
