Explanations on planning

In 2022, the city of Aachen decided to draw up an urban master plan for the further development of the Soers sports park. Karres en Brands (Hilversum, Netherlands) was commissioned for this in February 2023. The mobility and noise issues were dealt with by PGT Umwelt und Verkehr (Hanover). The final report was presented to the City of Aachen's planning committee in March 2024. The overarching goal of the master plan is to create a "sports park for all", as it was recognized that the sports park is currently unable to fully exploit its potential in terms of meeting the needs for activity areas and recreational opportunities for the city's entire population. Furthermore, the existing clubs in the sports park are to be strengthened and new areas created for clubs. The intention is to promote top-class sport and popular sport in an outstanding manner. In order to create a high quality of stay within the sports park, motorized traffic is to be largely kept out of the area.

The development plan is being drawn up for the area of the former police headquarters and the adjoining areas to the south, the so-called "Lupe Nord". Here, the legal planning requirements for the implementation of a multifunctional sports hall, parking infrastructure ("Mobility Hub"), an equestrian sports hall, a para and youth stadium as well as the associated development and open spaces for recreational and leisure sports uses are to be created.

The urban development concept from the master plan was updated as the basis for the development plan. In the master plan, the plans provided for the planned indoor riding arena to be built over the so-called "Hockeyweg" (current connecting path from Hubert-Wienen-Straße to the sports areas to the west). In the meantime, the plans have been changed so that the location of the indoor riding arena has been swapped with the para and youth stadium. Following the demolition of the existing Albert-Vahle-Halle, the new indoor riding arena is now to be built in a similar location.

DIN regulations and other private regulations to which reference is made in the textual provisions of the development plan are to be applied in the version valid at the time these by-laws are issued and are available for inspection during opening hours at the Geoinformation and Land Development Department, Administration Building Am Marschiertor, Lagerhausstaße 20, 52064 Aachen, 3rd floor, Room 355/356.

In accordance with Section 3 (2) sentence 4, it is pointed out that comments can be submitted during the publication period, that comments should be submitted electronically, but can also be submitted by other means if required, that comments not submitted on time may be disregarded in the resolution on the development plan and that an application pursuant to Section 47 of the Administrative Court Code is inadmissible if it asserts objections that were not asserted or were asserted late by the applicant in the context of the interpretation, but could have been asserted.
