Future for Aachen
Sibylle Keupen sees the real treasure of the city in the people who live in it. That is why she wants to gear urban policy to the people, consistently address their needs and implement improvements where possible. The standards of her actions are the dignity of the people and development spaces for a future worth living for our children.
Solidarity and cooperation create a strong urban society. This includes dialog at eye level, transparent communication and active participation. Sibylle Keupen attaches great importance to jointly developing and implementing an image of the city of tomorrow and for the future.
A culture of respect for the diversity of people and their individual cultural expressions characterizes community life in the city. Everyone contributes personally to a vibrant cultural life.
All children and young people should have fair educational opportunities to develop their talents and contribute to society. They deserve a place where they can live a secure and fulfilling life. Only when children and young people feel comfortable can an urban design be considered successful. In addition, schools, creative artists and the retail sector are in the spotlight and need active support.
Good and equitable education creates the basis for reliable future planning. Sufficient training places, e.g. in the field of renewable energies, and the establishment of innovative, ecological and resource-conserving small and medium-sized enterprises are the prerequisites for this. Aachen is characterized by its diverse impulses from the universities. The tradition-steeped city is a location of innovation and progress.
The quality of life for all Aachen residents is at the heart of urban development. This includes implementing concrete measures to combat climate change and reduce CO2 emissions. This also includes the implementation of the climate protection concept by means of urban greening and energy-efficient renovation of buildings, as well as the implementation of the transport and mobility transition with topics such as job tickets, regional streetcars, cycling decisions and changes to parking spaces in the city. Sibylle Keupen relies on real-world laboratories in the city to test developed concepts in practice and adapt them to the needs of the city.

Vita
Sibylle Keupen has been Lord Mayor of Aachen since November 1, 2020 - making her the first woman to hold this office after 256 male predecessors. With drive and a clear view of the future, she is committed to the city and its people. She has been elected for five years, during which she wants to work with the citizens to make Aachen an even better place to live.
As Lord Mayor, Sibylle Keupen has many roles: She heads the city administration with its around 6,300 employees, chairs the city council and is Aachen's first representative. She also represents the city on important committees, supervisory boards and networks - always with the aim of developing Aachen sustainably and positioning it well for the future.
Sibylle Keupen was born in 1963 in the Vulkaneifel region. From an early age, she volunteered in a Catholic youth association, particularly in the areas of political education and women's work. Her interest in social issues led her to study education at the University of Trier, which she completed with a degree.
Her professional career took her to Aachen in 1994, where she managed the Bleiberger Fabrik for over 25 years. There she developed innovative concepts for cultural education and founded the youth art school in 1997. As a consultant in the diocese of Aachen, she was also intensively involved in child protection. She contributed her expertise to numerous nationwide networks: she was deputy chairwoman of the Bundesverband der Jugendkunstschulen und Kulturpädagogischen Einrichtungen e.V. (bjke) and chairwoman of the expert committee on prevention and child welfare of the Bundesvereinigung Kulturelle Jugendbildung e.V. (BKJ). She was also involved in the Aachen city region as spokesperson for the further education network and chairwoman of the women's network.
Today, Sibylle Keupen lives with her husband, an artist, in Herzogenrath-Kohlscheid. Her two sons are grown up.
As Deputy Chairwoman of the Board of the NRW Association of Cities, she also promotes the interests of cities in North Rhine-Westphalia beyond Aachen.
With heart, mind and an open ear for people's concerns, Sibylle Keupen works day in, day out for a modern, social and sustainable Aachen. She is running for a second term of office.

Tasks and functions
Head of administration
Sibylle Keupen is the head of the city administration and the superior of around 6,200 employees who work in the city's departments and municipal enterprises. The Lord Mayor decides on the internal organization and distributes "the business" of the administration. She is supported in her management role by the administrative board, which consists of the six aldermen (including a city director).
As head of administration, she is responsible for ensuring that resolutions of the city council and district councils are prepared and implemented by employees.
Together with the specialist administration, Sibylle Keupen develops ideas for the future of the city and introduces them into the political debate in the city council and district councils via proposals. She informs the public about the work of the administration and takes a stand on important issues.
Chairwoman of the City Council
The Lord Mayor chairs the City Council and the main committee. She proposes an agenda, convenes the City Council and chairs the meetings. During the meeting, she answers questions and, together with the Administrative Board, comments on political motions submitted by the members of the Council. Sibylle Keupen has the right to vote at the council meeting and can take part in votes, unless the municipal regulations exclude this, for example when appointing council committees. The Lord Mayor is also responsible for ensuring that City Council resolutions are implemented.
First representative of Aachen
Sibylle Keupen is the face of Aachen. She presents the city to the public, to federal and state authorities and other institutions. She is the first point of contact for politics, business and culture and can sign agreements and contracts that are binding for the city. Numerous appointments fill the mayor's calendar. She attends many events throughout the city, opens festivals and gives greetings and speeches at receptions. Sibylle Keupen is supported by the mayors, who also attend appointments.
