Application

The exemption permit is applied for by submitting a severely disabled person's ID card, an identity card and a passport photo to the Mobility and Transport Department.
For data protection reasons, the application must be made in person, but can also be made by e-mail for convenience.
It is expressly pointed out that an application by e-mail is not a secure option in terms of data protection. A possible flow of data cannot be ruled out with absolute certainty.


Special parking rights for severely disabled persons

Severely disabled people with exceptional walking disabilities and blind people can apply for an exemption permit (EU standard parking permit). This special permit can also be issued to severely disabled persons with an exceptional walking disability who do not have a driving license and blind persons who can only move with the help of others.


EU standard parking permit for severely disabled persons

The parking permit is valid within the framework of the respective national regulations throughout the European Union. The card is provided with a passport photo, is not transferable to other persons and may always be used when the disabled person is driving or being driven.

The pass is issued immediately if the requirements are met, is generally valid for five years and includes the following regulations in the Federal Republic of Germany in addition to the possibility of using disabled parking spaces:

  • to park for up to three hours in places where there is a restricted stopping ban (sign 286 StVO)
  • exceeding the permitted parking time in a no-parking zone (sign 290 StVO)
  • to park beyond the permitted time in places marked with the sign "Parking space" (sign 314 StVO) or "Parking on footpaths" (sign 315 StVO) and for which a parking time limit is specified by an additional sign
  • to park in pedestrian zones in which loading and unloading is permitted for certain times during the loading time
  • to park at parking meters and parking ticket machines, without charge and time limit
  • to park in parking spaces for residents for up to 3 hours
  • to park in traffic-calmed areas (Z.325StVO) outside the designated areas without obstructing through traffic, provided there is no other parking possibility within a reasonable distance. The maximum permitted parking time is 24 hours


Exemption for people with walking disabilities outside the aG regulation  

Accordingly, a permit for a nationwide parking permit is only possible for the following persons:

  • Severely disabled people with the "G" and "B" signs and a GdB of at least 70 for functional disorders of the lower limbs alone (and the lumbar spine, insofar as these affect the ability to walk) and at the same time a GdB of at least 50 for functional disorders of the heart or respiratory organs,
  • Severely disabled people who suffer from Crohn's disease or ulcerative colitis if they have a degree of disability of at least 60,
  • Severely disabled people with an artificial anus and artificial urinary diversion, if they have a degree of disability of at least 70,
  • An exemption may also be granted to those severely disabled persons who, according to a medical assessment, are equivalent to the group of persons with the aforementioned restrictions.

 

The following persons are eligible for a parking permit valid in NRW:

  • Severely disabled persons who do not have the "B" mark in accordance with the requirements of the above points,
  • People with a walking disability with a minimum GdB of 70 for mobility-impairing disabilities who have been awarded the G mark and who have only just missed the aG mark. The aG mark is usually only just missed if, even with the support of aids or pain, the person is only able to walk a residual distance of approx. 100 m for the most part.

The responsible pension office determines whether the applicant can be assigned to one of the groups of people mentioned. However, parking in parking spaces for the severely disabled is not permitted with this permit.
