MORO - Model project for inter-municipal housing cooperation
Building on the series of events on Euregional Housing 2022/2023 - held as part of the Aachen Housing Action Concept - the city and StädteRegion Aachen took up the central impulse for more inter-municipal cooperation in housing construction.
On this basis, they jointly submitted a project application for the MORO research project "Enabling more housing construction - spatial planning and inter-municipal cooperation as ways out of the housing shortage". MORO are model projects in spatial planning that are funded by the Federal Institute for Research on Building, Urban Affairs and Spatial Development on behalf of the Federal Ministry of Housing, Urban Development and Building.
The goal is to explore new ways to address the housing shortage through regional planning and cooperation. The project ran from June 1, 2024, to June 30, 2026, with a grant of €200,000.
As a first step, population, household, and housing demand forecasts were commissioned for the entire region as well as for all municipalities in the city region. These serve as the basis for a joint housing strategy. At the same time, potential regional housing development sites were identified and mapped. In addition, a working group developed so-called “site dossiers,” which were used in a simulation exercise to plan specific sites on an intermunicipal basis, using draft residential and land-use concepts as examples.
