Electronic access

The City of Aachen offers the possibility of electronic communication.

This means that you can also send the City of Aachen your questions, suggestions and concerns online.
There are various options for electronic communication with the city administration. There are various specifications and regulations on the possible formats and technical standards.

In the area of administrative procedures, electronic communication is governed by Section 3a of the Administrative Procedure Act of North Rhine-Westphalia in conjunction with Section 3 of the E-Government Act of North Rhine-Westphalia and Section 3a of the Administrative Procedure Act in conjunction with Section 2 of the E-Government Act. Accordingly, the transmission of electronic documents is permitted if the recipient has opened access.

A basic distinction is made between simple informal letters and formal letters that require a handwritten signature in paper form (e.g. objections and many applications).

The existing options for electronic transmission and the organizational and technical framework conditions currently applicable to the city administration are explained below:

1. form-free electronic communication with the City of Aachen

Simple requests, information, complaints and the like, i.e. anything that does not require a handwritten signature, can simply be sent by e-mail to stadt.aachen@mail.aachen.de
or to any of the e-mail addresses listed on www.aachen.de or in the letterheads.
However, you should bear in mind that e-mails sent via the Internet can be read like postcards by any hacker and can also be changed or deleted.

It is therefore recommended that you do not send any sensitive or personal data to e-mail addresses of the City of Aachen. Please use the form "Electronic access to the City of Aachen" for such data.

It is expressly pointed out that no secure communication with the City of Aachen is offered outside of the "Electronic Access to the City of Aachen Form"."
The City of Aachen can also be contacted by De-Mail for confidential electronic communication. To send a De-Mail, you must have your own De-Mail account. The central inbox address is: stadtverwaltung@aachen.de-mail.de"

2. legally binding formal communication with the City of Aachen

For processes that require a handwritten signature for processing in paper form or that set legal deadlines in motion (e.g. letters such as objections and many applications), notifications and attachment documents must either be provided with a qualified electronic signature in accordance with Section 2 (1) no. 2 of the Signature Act or sent by De-Mail with sender confirmation in accordance with Section 5 (5) of the De-Mail Act. These two forms replace the legally required written form (= signature in paper form).
The City of Aachen has opened the following access channels in this regard:

2.1 Electronic transmission via contact form (with qualified electronic signature)

When using the "Electronic access to the City of Aachen" form, a written form prescribed by law can be replaced by the transmission of electronic documents, whereby the documents must be provided with a qualified electronic signature in accordance with the Trust Services Act. Further information on the technical possibilities can be found on the homepage of the Federal Network Agency(www.bundesnetzagentur.de).
If you use signatures other than those mentioned above, this does not replace the written form.
If you are not (yet) able to use electronic communication technology, you are requested to use paper-based communication as before.

2.2 Electronic transmission by De-Mail with sender confirmation

De-Mail with sender confirmation within the meaning of Section 5 (5) of the De-Mail Act also replaces the written form in accordance with Section 3a of the North Rhine-Westphalia Administrative Procedure Act (NRW), Section 36a of the First Book of the German Social Code and Section 87a of the German Fiscal Code.
Legally binding communication with the City of Aachen is therefore also possible via De-Mail with sender confirmation.

De-Mail is a means of communication that enables the encrypted and authenticated sending of electronic messages and file attachments. For a sender-confirmed De-Mail, you must log in to your De-Mail account with a high level of authentication. Your De-Mail service provider confirms that the recipient of the message has logged in with a high level of authentication. On behalf of the sender, the provider adds a permanently verifiable qualified electronic signature to the message. If you attach files to your De-Mail, the qualified electronic signature also applies to these files. Please note that you cannot use a pseudonymous De-Mail address for the sender-confirmed De-Mail.

3. sending files

There are a variety of programs and file formats. Data transmission is currently limited to Adobe Acrobat (.pdf) without macros (max. 5 MB):

All files from Microsoft and Open Office products can be easily converted into or saved as a .pdf document, for example. Please use the help function of your program for this.

Please understand that, for technical reasons, a maximum of 5 attachments can be uploaded in one contact form and the size of the documents to be accepted is limited to 5 MB (megabytes) per attachment.

4. the problem of "malware"

Please note the following:

If your mails contain malware (viruses), these mails will be completely deleted by the protection programs installed at the city administration.
Unfortunately, it is not possible to distinguish whether such a mail is the result of a hacker attack or whether the medium used was unknowingly infected by malware; therefore, you will not receive a message about the deletion.
If you do not hear from the city administration for more than a week after sending an e-mail to the city of Aachen, please contact us in any case. Please get in touch with your known contact person at the city administration first.
If you do not know your contact person or the office, you can contact them at stadt.aachen@mail.aachen.de or by telephone on 0241-432-0.

Please do not send e-mails with linked content to the city administration, as this is a common form of transmission for computer viruses or phishing attempts.

The City of Aachen reserves all rights, including those of photographic reproduction, duplication and distribution by means of special processes (e.g. data processing, data carriers and data networks), even in part.
