Haaren concept process: Charlottenburger Allee - Building in harmony with nature

The City of Aachen is awarding a commercial property on the edge of the 'Auf der Hüls' industrial estate in Haaren.

The plot is 6,981 m² in size and is located on a slope at the end of Charlottenburger Allee, adjacent to the Haarbachtal valley. Due to this special location, it is being put out to tender with the theme "Building in harmony with nature" as part of a concept procedure in which the focus is not on the price but on the quality of the submitted concept.

The existing industrial estate is to be rounded off in the transition to the Haarbachtal landscape and developed in line with climate protection, design and circular economy requirements. In this context, the creation of jobs and their quality will also be considered, as well as the criterion of securing the existence of local companies.

The offer phase is designed for 3 months, including a four-week period at the beginning to clarify any questions that may arise.

The submitted concepts will be reviewed after the deadline and evaluated by a jury. Specific concept content will be agreed and negotiated with the applicants of the best-rated concept so that the process can be completed at the beginning of 2026 after final approval by the political bodies.

The tender is aimed at companies from the manufacturing industry, the service sector or mixed forms. Pure logistics companies, i.e. companies whose processes exclusively involve transportation and storage processes, as well as the storage and retrieval of goods (transshipment), are not permitted. Due to the location of the site in the second row at the end of the access road, the site is not suitable for businesses that generate a high volume of traffic.

Can the advertised property also be used for retail space?

-> In principle, it should be borne in mind that the areas put out to tender are unsuitable for a high volume of traffic due to their location.

The provisions of development plan 922, within the scope of which the advertised areas are located, only permit retail businesses if they
