District representation - what is it actually?
The district constitution was introduced into the municipal code of the state of North Rhine-Westphalia (GO NW) in 1975 in order to ensure greater participation of citizens in the resolutions of the council, to prepare the fulfillment of local tasks and ensure their implementation, to relieve the council in the performance of local self-government tasks and to maintain and strengthen the citizens' sense of political responsibility, even in independent cities with several hundred thousand inhabitants (including the city of Aachen).
On the basis of this legal obligation, Aachen's main statutes divide the city area into seven districts: Aachen-Mitte, Aachen-Brand, Aachen-Eilendorf, Aachen-Haaren, Aachen-Kornelimünster/Walheim, Aachen-Laurensberg, Aachen-Richterich.
A district council is elected for each of these city districts. The members are elected - at the same time as the members of the council are elected - in a general, direct, free, equal and secret election for a term of five years.
The chairperson of the district council is known as the district mayor. The district mayor also supports the Lord Mayor in performing representative duties in the district.
Tasks of the district council
Insofar as the Council is not exclusively responsible and insofar as it is not a matter of day-to-day administration, the district councils decide on all matters whose significance does not significantly extend beyond the city district, taking into account the interests of the city as a whole and within the framework of the general guidelines issued by the Council and the budget funds provided by the Council. In particular, these are
- Maintenance and equipment of schools and other public facilities (sports grounds, homes for the elderly and young people, cemeteries, etc.) located in the borough whose importance does not extend significantly beyond the borough
- Maintenance of the townscape and greenery, matters of monument protection with district significance
- Determining the sequence of maintenance and repair work on roads, paths and squares
- Supervision and support of local clubs, associations and initiatives in the borough, e.g. sports clubs, choral societies, local heritage societies, carnival societies, etc.
- Cultural affairs of the borough including art in public spaces, preservation of local history and customs in the borough, maintenance of existing sponsorships or town twinning arrangements
- Information, documentation and representation in matters relating to the borough
This catalog of decision-making powers, which is already legally anchored in the municipal code, is further specified in Section 14 of Aachen's main statutes in conjunction with Section 21 of the Zuständigkeitordnung (ZustO). § Section 21 of the Responsibilities Ordinance (ZustO).
In addition to decision-making powers, the district councils also have extensive consultation and participation rights. They can submit proposals and suggestions to the council, a committee or the Lord Mayor on all matters that affect the district.
