Brief info

  • Location: The 19 planning areas are spread across 6 districts of the City of Aachen and are located in the outer area of the City of Aachen under planning law. You will find a detailed location description and map sections below.
  • Size of the planning areas: Variant A includes a total area of 421.8 hectares in the urban area and variant B 405.4 hectares (7B and 10B without areas 8 and 9). A list of all special areas with their area sizes can be found under Download.
  • Planned use: Installations for the research, development or use of renewable energies, in this case wind energy. Within the special areas, the use as agricultural or forestry land remains unchanged.

The planning committee has decided to carry out early participation in accordance with Section 3 (1) of the German Building Code. Consultation date: PLA: 09.02.2023

Explanations on planning

The aim of the amendment to the AACHEN*2030 land use plan is to designate special areas for wind energy. The aim is, among other things, to create the legal planning prerequisites for prioritizing the placement of wind turbines within these areas (19 areas spatially allocated to 4 subsections). This is associated with a positive area designation and not an exclusion effect elsewhere, as is the case with conventional concentration area planning.

The areas have been identified on the basis of an overall urban analysis and assessed as fundamentally suitable after evaluation of the existing species protection assessment. Based on this, a variant assessment was carried out in section A.

In the process, any missing information on the areas is to be collected through the early involvement of the public and the authorities in order to adjust or confirm both the layout and the suitability assessment of the areas.

Partial section A Areas 1 to 4 in the district of Aachen Richterich

  • between the Avantis industrial estate, north of the village of Horbach (areas no. 1 and 2)
  • as well as north of the Horbach district, south of Frohnrather Weg, in the Frohnrather Acker area and north of the Heyder Feld receiving watercourse (area no. 3)
  • as well as south of the Heyder Feld receiving watercourse and in the Heyder Feld (area no. 4)


Variant A: Partial section A areas 5 to 10 in the districts of Richterich and Laurensberg

  • between the state border with the Netherlands, south of Bocholtzer Weg, on both sides of Silberpatweg, from Ochsenweg to Vetschauer Weg and east of the BAB 4 (area no. 5)
  • and in the district of Laurensberg along the state border with the Netherlands, west of the BAB 4 and northwest of the town of Vetschau up to the railroad embankment (area no. 6)
  • and the national border with the Netherlands (Auf der Mauer, Beilartzkuhl, Im Dassenkuhl) south of the railroad embankment, west of the BAB 4, north and south of Ochsenstock (Mintenkuhl, Wärmhag, Im Wärmhag), on Vetschauer Berg and Am Kirchbäumchen (area no. 7)
  • as well as Finkenhag (Plattenwinkel, Groß Raderfeld) north of Kleiner Busch south of Girlachgraben and the village of Orsbach (area no. 8)
  • and between the state border with the Netherlands and along Finkenhag (Lehnfeld, Am Girlachgraben) (area no. 9)
  • as well as Orsbacher Straße (Im Schiefdell, An den Berger Heckchen, An der Zehnbahn, Hinter den Kuhweiden) and north of Herzogweg (area no. 10)

Variant B: Partial section A

  • Here, areas no. 8 and no. 9 north of the village of Orsbach are omitted in favor of the compensation area for field birds. Area no. 7 is reduced to the west and designated 7B (up to Beilartzkuhl). Area no. 10 is extended to the west in favor of the relocation of the compensation area along the village of Orsbach and designated 10B (Im Schiefdell, Hinter den Kuhwiesen, Am Hohen Bäumchen)
