Explanations on planning

The aim of the planning is to safeguard the character of the settlement and the existing urban qualities in the planning area and to allow scope for moderate extensions to the existing buildings.

The attractive residential area in the immediate vicinity of the city centre and the Lousberg recreational area is characterized by a development with characteristic Wilhelminian-style townhouses, but also buildings from the 1950s to 1970s as well as the first redensified new buildings from the period after 2000. Numerous buildings are subject to monument protection.

The inner areas of the block are predominantly undeveloped and green, with some old and valuable trees. The existing characteristic trees worthy of protection and the green inner block area are to be protected.

There is a uniform, spacious front garden area in more than two thirds of the plan area. Another aim is to maintain and increase the proportion of greenery in the front garden zone.

Residential use predominates throughout the plan area, with only a few service businesses and commercial uses to be found. On the site of the former Carmelite convent on Nizzaallee, the gabled church, the front garden, the convent wall and the garden chapel are listed buildings in addition to the four-winged neo-Romanesque convent complex. From a monumental and environmental point of view, it would be desirable to keep the monastery garden free of buildings.

In accordance with Section 3 (2) sentence 2 BauGB, it is pointed out that comments can be submitted during the exhibition period, that comments not submitted on time may be disregarded in the resolution on the development plan and that an application pursuant to Section 47 of the Administrative Court Code is inadmissible if it asserts objections that were not asserted by the applicant during the exhibition or were asserted late but could have been asserted.
