Process status
Following the reopening, the plan was amended in some places. These changes are listed in the planning documents. At its meeting on June 12, 2008, the city's planning committee decided to draw up the development plan for the above-mentioned plan area using the accelerated procedure as an internal development plan in accordance with Section 13a (1) sentence 2 no. 1 BauGB without carrying out an environmental assessment in accordance with Section 2 (4) BauGB.
At its meeting on January 20, 2011, the planning committee decided to reopen the draft development plan for the second time.
Explanations
With a framework concept for an orderly and urbanistically desirable settlement development for residential construction in Aachen's southern district (2005), basic urban planning and natural criteria for the preservation or partial densification of individual settlement areas were developed.
The southern district was also examined to determine how urgently the use of planning law instruments is required in the individual settlement areas. On the basis of this investigation, a decision was made to draw up a plan for the Höfchensweg, Eberburgweg area.
The following urban development goals are to be achieved:
- Safeguarding the orderly urban structure of the existing character
- Securing the villa-like development on spacious plots of land
- Safeguarding the existing characteristic greenery
- Moderate control of further structural development
Compared to the planning area for which the decision to draw up the plan was made, the area of development plan no. 907 was reduced by a partial area on the south-western edge. This is shown in the land use plan as a residential area and a separate planning procedure may be carried out for this sub-area at a later date.
