People use traffic infrastructure when they are on the move. This is where they may cause accidents for a variety of reasons. The planning of traffic infrastructure lays the foundations for a self-explanatory and forgiving traffic infrastructure.
As this makes a significant contribution to preventing accidents, the aspect of "traffic infrastructure planning" forms a separate pillar of the action plan.
