Overall urban adaptation concept

The strategy paper on adapting to climate change also contains specific measures that are planned for the short and medium term. The city-wide concept for adapting to climate change was adopted on January 23, 2019.

The following areas are included in the implementation roadmap as strategic priorities:

  • Measures against the dangers of extreme/heavy rainfall
  • Hazard analysis and derivation of measures against heavy rainfall

The central work step is the creation of a hazard map with a spatial representation of areas with increased damage potential. On this basis, mitigation measures are to be developed and implemented.

  • General water-sensitive planning

The examination of the necessity or usefulness of measures to minimize damage in the event of flooding is incorporated into traffic and road planning as well as into other public spaces.

  • Measures against the effects of heat
  • Safeguarding fresh and cold air corridors

This is to be guaranteed in particular by appropriate signatures in the land use plan and the landscape plan

  • General measures against heating

In this field of action, aspects of greening, unsealing, shading and the choice of materials through to cooling water surfaces are addressed

  • Environmental assessment, B-planning, project-related planning

Integration of climate impact adaptation concerns into various planning processes, including information for architects

  • Green planning

This topic area refers to the particular importance of green spaces for adapting to climate change. Soil function and urban climate aspects have an impact on both the water balance and local heating, which is why multifunctionality is a decisive factor here.
Communication was also included in the overall strategy for climate change adaptation. Information and advice for homeowners and businesses, e.g. on property protection, and advice on what to do in the event of storms (civil protection) should be emphasized here.
