Disbursement and conditions of the funding

Disbursement of subsidies

The funding will only be paid out once the measures have been implemented and the required evidence has been submitted.

The approved measures must be implemented within a period of 18 months from the date of notification and evidence of this must be provided to the City of Aachen, otherwise your entitlement to the funding will lapse.

The funding amount can only be paid out once all the measures specified in the notification have been fully implemented. Partial payments of the funding amount are not possible.

The following evidence must be submitted in full via the corresponding account of the application via the service portal of the City of Aachen for the payment of the funding amount. If you have any problems submitting the supporting documents, please contact us by email at altbau@mail.aachen.de

• Proof of costs/use of funds allocated to the measures: The final invoices of the companies carrying out the work as well as the corresponding proof of payment (e.g. copy of the bank statement) must be submitted as proof of costs. The final invoice must show the date the order was placed and the period of execution. Depending on the measure, further evidence must be submitted with the proof of costs.
• Confirmation of the proper implementation of the measure by means of the specialist company certificate. Proper implementation of the measure(s) must be verified with the corresponding certificate from the specialist company. The corresponding templates "Certificate specialist company 8.1 Building envelope (2024)" and "Certificate specialist company 8.2 Building services (2024)" or "Certificate specialist company 8.1 Building envelope (2022)" and "Certificate specialist company 8.2 Building services (2022)" can be found under Documents for download. We have compiled information on completing the certificate for you in this information sheet.
• Further documents must be submitted depending on the funded measure. Details of the requirements can be found in the description of the individual funding measures in section 8 of the funding guidelines

Funding conditions

As part of the subsidy program, grants are available for measures such as building insulation, window replacement and investments in building services. However, the relevant requirements of the funding program must be adhered to during implementation. The city places a particular focus on the use of ecological insulation materials and renewable energies. The funding program creates attractive framework conditions for this.

After completion of the measure, the services provided must be certified by the specialist company. You can find the exact requirements for the certification of the services provided in the funding guidelines. Adjustment of the funding conditions 2024

On 20.02.2024, the Committee for Environmental and Climate Protection approved an amendment to the funding guidelines. The requirements outlined below apply to all applications with immediate effect:

The main changes are:

- Increase in subsidy rates for certified sustainable insulating materials
- Exclusion of petroleum-based insulating materials such as polystyrene
- Increase in subsidy rates for windows and exterior doors with certified wooden frames
- Alignment of the requirements with the BEG subsidy (U-values)

The following new funding objects have been included:

- Refurbishment of windows and exterior doors
- Heating optimization to improve efficiency
- Solar thermal energy for heating support
- Bonus for BEG funding for rented housing
