Numerous substances are used and stored in agriculture that fall under the regulations of water law. Farm manure (slurry, liquid manure) is a substance hazardous to water. The regulations of the Water Resources Act (§ 62 WHG) and the Plant Ordinance (JGS) apply to them. The facilities must therefore ensure the best possible protection of water bodies from contamination.
This means that the systems must be installed in accordance with the generally recognized rules of technology and be leak-proof, stable and resistant. The systems must also be kept in this proper condition during further operation. This requires regular checks and inspections and, if necessary, repair work.
Self-consumption filling stations and storage facilities for fresh and used oil are also subject to the regulations of the Water Resources Act. The principle of concern applies to them. These facilities must be designed and operated in such a way that they do not pose a risk to water bodies.
The City of Aachen has drawn up a priority monitoring program according to which the individual agricultural businesses are inspected on site.
