The State Ministry for Children, Youth, Family, Equality, Refugees and Integration (MKJFGFI) is the initiator of the new Municipal Integration Management (KIM) program in the state of NRW.
The introduction of KIM is intended to promote the coordination of cross-jurisdictional cooperation in the municipalities in the sense of an organizational development process. The aim is to comprehensively structure and organize all tasks that arise in the context of integrating people with a history of immigration or a refugee background on a city-wide basis. This means that the pure "integration administration" will develop into a coordinated and smooth "integration management". This integration management optimizes the regulatory system through the collection, analysis and evaluation of needs and potentials in the integration process and through the development of new strategies for action and jointly supported specialist planning.
Against this background, the specific aim of municipal integration management is the installation of
- operational case managers who offer direct counseling for people with a history of immigration, and
- strategic coordination offices that manage a systematic and coordinated approach between the various municipal authorities and institutions and the independent welfare organizations involved in integration offers and services.
In this way, the services for the integration process can run smoothly for new immigrants.
The processes from the first arrival, initial consultations in appropriate facilities, consultations with authorities and much more can thus be improved for the new immigrants, but also for the employees in the administration and in other counseling settings, and lead to a continuous and sustainable structural integration process within the regular system, which also increases participation in social life.
The KIM program is currently being developed in the city of Aachen.
