Youth welfare in criminal proceedings

Tasks

The youth welfare services in criminal proceedings (JuHiS) of the youth welfare offices are involved in all investigative and criminal proceedings against juveniles and adolescents. This involvement in juvenile court proceedings (in accordance with Section 52 SGB VIII) includes the introduction and assertion of "educational, social and welfare aspects" in juvenile court proceedings - usually in the form of a corresponding report and through appropriate personal representation at the main hearing.

Working group

The working group of juvenile court assistance is the association of all juvenile court assistance services located in the city of Aachen and the StädteRegion Aachen. The implementation of the outpatient measures listed in this brochure is largely based on joint conceptual considerations and the mutual assumption of tasks. As a result, the use of financial and human resources has been considerably optimized and the workload of all juvenile court assistance services has been reduced.

The youth welfare offices are represented in the AG JGH network:

Work instructions and work requirements

By issuing work orders or work requirements, it becomes clear that the young people/adolescents are to receive general educational support. Work orders are intended to give young people the opportunity to learn social skills and make them understand the need to take responsibility for wrongdoing. At the moment, there are around 100 places of work available, which gives us the opportunity to place someone close to their social environment and in a timely manner to a judicial decision. At present, young people/adolescents in Aachen perform around 15,000 hours of work each year.

Work instructions and work requirements can be issued, for example:

  • in retirement homes: e.g. housekeeping activities
  • in facilities for the disabled: e.g: Auxiliary work in the kitchen and garden
  • in kindergartens: e.g. repair work
  • in rescue services: e.g. relief work, helping with clothing collections, etc.
  • in the social services of parishes: Assistance in clothes stores, support at events, etc.
  • in schools: Janitorial activities
  • on sports fields, playgrounds and campsites: e.g. repair work, maintenance of green areas

  • Socio-educational individual case support in the form of a supervision instruction

    Target group
    Young people and adolescents in problematic living conditions.

    Objective
    Individual socio-educational support in the form of supervision instructions. Supervision orders have been carried out in close cooperation with the Verein für Jugendhilfe e.V. in Aachen since 1984. Supervision orders are generally aimed at multiple or repeat offenders. Its special feature is that a volunteer from the Verein für Jugendhilfe (Association for Youth Welfare) exclusively supervises one person. This activity is coordinated and the supervisor is instructed by the Verein für Jugendhilfe.

    The inclusion of a supervision instruction may result:

    • within the framework of a court-ordered decision or judgment
    • as part of a voluntary agreement/service
    • as part of the detention decision assistance as part of a detention release order
    • in the context of a decision pursuant to § 61 JGG


    Period
    Total duration between six and twelve months.

  • Conflict training

    Target group
    Female, male and diverse young people and adolescents whose actions have been directed against people and property.

    Objective
    Group educational measure for a maximum of ten participants. A lack of or poor ability to deal with conflict is often the cause of criminal offenses such as damage to property or bodily harm. The willingness to use violence is often uncontrolled and recklessly acted out.
    Conflict training aims to make the causes and correlations of different reaction patterns transparent. Alternative behaviors are tested and practiced in discussions and situational role plays.

  • Anti-violence & skills training "It doesn't matter"

    Target group
    Male adolescents and young adults between the ages of 14 and 21 who have been convicted several times of assault or grievous bodily harm. Up to 8 participants.

    Objective
    Examining one's own behavior with regard to violence, information on criminal law aspects, developing empathy for the injured parties, learning alternative behaviors to violence.

    Time period
    This is open social group work that is offered on an ongoing basis. The training objective is to be developed in 6 modules, which are structured according to the modular principle.

  • The problem of addiction and intoxication

    Target group
    Group educational measure for a maximum of sixteen participants.

    Objective
    Group educational measure for a maximum of twelve participants. To address information deficits on the physical and psychological effects of the use and abuse of drugs against the background of our (youth) culture. Initiation of self-awareness and awareness processes to clarify one's own position between pleasure and dependence.

  • Traffic information evening

    Target group
    Young people and adolescents who have committed minor traffic offenses.

    Objective
    This group educational measure for a maximum of 15 participants is designed to make the mostly very young first-time offenders aware of the economic and criminal consequences of their behavior.

    One-off event. Total duration approx. three hours.

  • Property information seminar

    Target group
    Young people who have been caught shoplifting for the first time.

    Objective
    Group educational measure for a maximum of 15 participants.
    The measure, which is understood as an educational finger-pointing exercise, is intended to make the mostly very young first-time offenders aware of the economic and criminal consequences of their behavior.

    Period
    One-off event. Total duration approx. 2.5 hours.

  • Public relations

    Target group
    Pupils from the age of 13, teachers, educators, students, youth welfare officers, etc.


    Objective
    As far as possible, the juvenile justice system offers the above-mentioned target groups a comprehensive insight into the administration of juvenile justice. Discussions with school pupils in particular have proven to be an important task.

  • GLOW-Community-Learning-Openness-Growth

    Target group
    Girls and young women aged 16-21 who have generally had multiple criminal convictions and have deficits in the areas of social skills, communication, conflict resolution, school/education and coping with everyday life. Up to 8 participants, regardless of offense.

    Objective
    Strengthening and developing social skills, developing self-confidence and teaching practical life skills. Skills to promote resilience factors should also be taught.

    Period
    The measure consists of a total of 5 modules and is carried out as required.
