The official twinning agreement was signed in Aachen on January 26, 1985. The origin of this town twinning is the awarding of the International Charlemagne Prize in 1982 to the Spanish King Juan Carlos I. In 1984, the then Lord Mayor Kurt Malangré was approached by the Spanish side with the wish of the city of Toledo to establish a town twinning with Aachen.

There is a historical connection between Toledo and Aachen through Charles V, who was crowned German Emperor in Aachen in 1519, having already received the Spanish crown as King Carlos I in 1516.
