Information on the processing of personal data in accordance with Article 13 of the EU General Data Protection Regulation (GDPR)
Description of the processing activity
You notify the City of Aachen of the keeping of a dog within the meaning of § 11 of the NRW State Dog Law. The data requested by you will be processed, stored and, if necessary, passed on to the authorities and institutions to be involved.

Your data will be processed for the following purpose:
According to Art. 4 No. 2 GDPR, processing is, among other things, the collection, storage, transmission and use of personal data to carry out the described process and to fulfill the associated purpose. According to Art. 4 No. 1 GDPR, personal data means any information relating to a natural person that directly or indirectly enables that person to be identified.
The data collected from you is assigned to the following data categories:
- First names and surnames of the dog owners
- Address data of the dog owners
- Date of birth of the dog owner
- Communication data of the dog owners
- Details of the dog (microchip number, breed, coat color, size, weight, sex and age)
You are obliged to disclose the necessary data on the basis of the following legal standards in accordance with Art. 6 (1) lit. c) GDPR.
In accordance with §§ 1 and 11 of the NRW State Dog Law -LHundG NRW- in conjunction with point 11 of the administrative regulation on the LHundG NRW in the currently valid versions, dog owners are obliged to notify the competent authority of the keeping of a "large dog". The notification informs the competent authority about the keeping of dogs and enables it to check that the requirements for keeping large dogs are met and to ensure compliance with other requirements for handling large dogs. In addition, the processing of the above-mentioned data categories in accordance with Section 3 DSG NRW i.V.m. Art. 6 (1) lit. e) GDPR until the end of dog ownership is necessary to enable the competent regulatory authority to avert threats to public safety in individual cases for the protection and in the interest of the general public. The responsibility of the City of Aachen as the local regulatory authority results from § 13 LHundG NRW.
Note: In accordance with § 4 Para. 7 Sentence 3 LHundG NRW in conjunction with § 5 of the Ordinance on the Implementation of the NRW State Dog Law, only the chip number of the dog reported and the contact details of the responsible regulatory authority are transmitted to the NRW State Office for Nature, Environment and Consumer Protection and stored centrally in the state dog database (LHund-DB®).
Possible recipients of the data are:
As a matter of principle, your data will only be processed by the responsible body and will not be passed on to third parties.
In certain cases, such as reasonable suspicion of a criminal offense in connection with your dog ownership or reasonable suspicion of acts contrary to animal welfare in connection with your dog ownership, your data will be forwarded to the following and respective competent authorities as part of the prevention of danger for the protection of public safety and order:
- Law enforcement authorities
- competent veterinary offices
- Municipal lost and found offices
Electronic data processing at Aachen City Council is carried out with the support of the IT service provider regio iT from Aachen. Compliance with all data protection regulations is guaranteed by a contract for order processing in accordance with Art. 28 GDPR and by constant controls. If necessary, your data will also be passed on to organizational units (e.g. in the case of payment transactions to the city treasury of the city of Aachen) within the city administration of Aachen, which must necessarily be involved in the processing of the data in order to fulfill the described purpose.

If applicable, your data will also be passed on to organizational units (e.g. in the case of payment transactions to the City of Aachen's treasury) within the city administration of Aachen, which must necessarily be involved in the processing of the data in order to fulfil the described purpose.
Duration of data storage:
The duration of the data storage ends with the notification of the termination of dog ownership to the competent regulatory authority or officially after 20 years at the latest.
Rights of data subjects:
If the data processing takes place on the basis of personal consent, you have the right to withdraw this consent without giving reasons in accordance with Section 38 (3) DSG NRW. This does not apply to the use of your data in the past, but only for the future. In accordance with § 49 DSG NRW, you are entitled to receive information from the responsible body about the data stored about you at any time without giving reasons and free of charge. In accordance with Section 50 DSG NRW, you can request the rectification, restriction of processing or erasure of your data if there are reasonable grounds for doing so. You can exercise these rights either by post or by e-mail to the responsible body (see above). You can also contact the responsible data protection officer regarding data protection issues.
In accordance with § 60 DSG NRW, you have the right to appeal to the State Commissioner for Data Protection and Freedom of Information, to exercise your right to information about him or her or to seek legal protection in court.
